I generally think most online poker is rigged and I don't like recommending online Casino's. However, I will say that PokerRoom com seams to have a fair deal and is third party monitored by a legit co- ecogra org , but they do not take American Players. They are by far the best I've played at as far as a fair deck goes, but unfortunately for me I can't play there anymore. If your not in US give them a try, and if your in US download them and play their free games. Maybe some day they'll open up to us. If you play at Full Tilt or Stars, try these guys out and see what a fair deck looks like because your currently not getting one. The difference is night and day. Absolute, Party and BODOG seams better than the big two, but still not as good as pokerroom in my opinion. I know the issues with absolute but the deck is not half bad over there. Fairest meaning the one that cheats the least? Two straight nights I made the top five of an MTT at Poker Room. But, it was my time to go because I lost with Aq to A9 clubs who called me after the ace flopped, and then hit running clubs to flush me out on a rainbow flop.
Then next night, the same thing, except he hit a running gutshot straight.

I lost a good 1000 bucks to this running BS. Nope, Poker Room is the same as all the others. Completely and utterly rigged to keep the SHIT players playing. Otherwise, 80% of their customer base would get wiped out and then well, no more Poker Room, right?

Finding a fair an reliable site could be impossible.
There would be need to collect data of played cards to a database and reveal the scams.

This should be done to the major sites with reported problems.

If there would be really fair sites, they could finance studies calculating statistics for the sites providing odd games.
